In the City of Los Angeles (LADBS jurisdiction), a full roof replacement typically requires a roofing permit. Re-roofing over existing material may not, but replacing down to the decking almost always does. Independent cities (Pasadena, Glendale, Burbank) have their own requirements. APLA evaluates permit requirements for every roofing project and handles all submissions.
For Los Angeles homes, Class A fire-rated materials are required in fire hazard zones. Concrete or clay tile is the most popular choice for Spanish and Mediterranean homes. Asphalt architectural shingles are the most cost-effective option. Metal roofing offers the longest lifespan (40-70 years) and excellent fire resistance. Cool roof coatings are required under California Title 24 for re-roofing in some zones.
Asphalt architectural shingles: 20-30 years in the LA climate. Concrete tile: 40-50 years. Clay tile: 50+ years. Metal roofing: 40-70 years. LA mild climate is easier on roofs than freeze-thaw regions, but UV exposure, heat cycles, and Santa Ana wind events accelerate wear. Annual roof inspections are recommended for homes over 15 years old.
